A campaign strategy links a goal to the specific path believed most likely to reach it, naming the target, the audience, the key moments and the tactics that will be used along the way. Without this connective thread, a campaign is simply a collection of activities happening near the same issue, however energetic each one might feel in isolation.
Strategy also involves sequencing: deciding what happens first, what depends on what, and where the campaign expects resistance. A strong strategy anticipates the target's likely response and builds in ways to adjust, rather than assuming the first approach will work exactly as planned from the very beginning.
Because circumstances shift, strategy is rarely fixed once and left alone. Reviewing it regularly against what is actually happening, rather than what was originally hoped for, is what keeps a campaign responsive instead of locked into a plan that no longer matches the reality it is operating within.
